The Opportunity

A varied market, still priced below Kelowna

West Kelowna sits directly across the lake from Kelowna, with its own incorporated city government (since 2007), its own zoning bylaw, and a genuinely varied housing stock: freehold single-family neighbourhoods, over 50 researched strata complexes, and a significant share of leasehold communities on Westbank First Nation land that simply don't exist on the Kelowna side of the bridge.

That variety is exactly why it pays to know the specifics before buying as an investor. The rules, the taxes, and the rental potential are not the same from one complex to the next, sometimes not even between two buildings on the same street.

Short-term rental rules are stricter than most buyers assume

Under the City of West Kelowna's own Zoning Bylaw No. 0320 (Section 3.19), running a short-term rental generally requires the owner to be a principal resident, present overnight during the guest's stay. A pure "buy it and rent it out short-term without living there" strategy is not permitted on a typical residential lot, capped at one short-term rental use per parcel, a maximum of four bedrooms, and two adults per bedroom. BC's provincial short-term rental legislation applies on top of this municipal rule, not instead of it.

The Exception, Not the Rule

A small number of complexes are zoned for it

Rather than a specific, arbitrary number of buildings, West Kelowna's tourist commercial exemption covers a known set of purpose-built resort and waterfront properties where short-term rental is permitted by zoning. These are the exception, not the norm, and worth knowing by name rather than assuming any waterfront or resort-styled building qualifies.

Barona Beach Resort
4024/4026/4034 Pritchard Drive N, Lakeview Heights. Tourist commercial resort zone permitting short-term stays — its own MLS listing remarks cite it as "1 of only 4 complexes allowing short-term rentals in West Kelowna." Freehold, with a pool, hot tub, gym, dock, and private beach access.

Boucherie Beach Cottages
2549 Boucherie Road, Westbank Centre. Waterfront cottage-style resort with STR-friendly zoning.

Paradise Estates
2526 Lakeview Cove Road, Lakeview Heights. Luxury waterfront development permitted for short-term/vacation rentals.

Casa Loma Resort

That's a known, named list, not an estimate — which means most buildings, including ones that look similarly resort-styled, are not automatically STR-eligible. Two things to verify before assuming any other specific unit qualifies: the City's own zoning for that parcel, and separately, the strata corporation's own bylaws, which commonly restrict or ban rentals entirely regardless of what municipal zoning allows. Municipal permission does not override a strata's own rules.

Leasehold & WFN Land

Lower entry price, different fundamentals

A significant share of West Kelowna's strata inventory sits on leased Westbank First Nation land rather than standard freehold title, typically on long (often 99-year) ground leases. That usually means a lower purchase price than an equivalent freehold unit, but it changes the fundamentals an investor should actually underwrite: financing terms shift as the remaining lease term shortens, resale pools can be smaller since not every buyer or lender treats leasehold the same as freehold, and WFN multi-family developments are commonly governed by a Society or Homeowners Corporation rather than a standard BC Strata Corporation.

Taxes to Underwrite

What actually applies here

BC's Property Transfer Tax applies on every purchase, with West Kelowna falling inside the Central Okanagan Regional District, one of the province's designated Additional Property Transfer Tax areas: a 20% surtax on top of the standard tax for foreign nationals, foreign corporations, and taxable trustees. There's no first-time-buyer or newly-built exemption angle for a pure investment purchase the way there can be for an owner-occupier, so budget for the full amount.

BC's Speculation and Vacancy Tax is a separate, province-wide annual tax on residential property left vacant, applied in specific designated regions of the province. Whether and how it applies to a specific property depends on your residency status, how the property is used, and the current designated-area boundaries, which the province updates from time to time, so confirm current applicability directly with the BC government rather than assuming last year's rules still hold.

New Construction

Presale activity worth watching

New-build presale units come with their own considerations: deposit structures spread over the construction timeline, a completion date that can shift, and financing that typically needs to be arranged closer to closing rather than at the time of the initial deposit. A current example in West Kelowna is a 39-unit, 4-storey leasehold building under construction at 3645 Gosset Road in Westbank Centre, on Westbank First Nation land, targeting completion in November 2027.

Common Questions

Investor FAQ

Generally no, under the City's own zoning bylaw, which requires the operator to be an owner-occupier present overnight during the stay. A small number of specifically-zoned complexes, like Barona Beach, are a genuine exception. Always confirm a specific parcel's zoning and the building's own strata bylaws before assuming.

It depends on what you're underwriting. Leasehold typically means a lower entry price, but financing, resale pool, and long-term value all depend on how much lease term remains and the specific terms of that community's ground lease. See the full WFN Leasehold Guide for the details that actually matter.

Yes. West Kelowna falls within the Central Okanagan Regional District, a designated Additional Property Transfer Tax area, meaning a 20% surtax applies on top of standard Property Transfer Tax for foreign nationals, foreign corporations, and taxable trustees.
